PROGRAMMES AND POLICIES
Pilot of the Legal Innovation and Future-Readiness Transformation (LIFT) Initiative:
Through a series of in-depth surveys and consultations with the legal industry, change management was identified as one of the top challenges to legaltech adoption, particularly for small and medium firms.
MinLaw is piloting LIFT to support firms in diagnosing their legaltech needs, selecting best-fit legaltech solutions, and implementing and optimising their chosen legaltech solution.
Indicate your interest in LIFT here and we will contact you.
Productivity Solutions Grant for the Legal Sector (PSG-Legal):
PSG-Legal provides financial support for businesses to adopt pre-scoped IT solutions, equipment and consultancy services to improve productivity and enhance processes with technology.
PSG-Legal was launched by MinLaw to support the legal sector in digital transformation, which covers pre-approved solutions across various legaltech categories.
Find out how to apply for PSG-Legal here.
Guide for Using Generative AI (GenAI) in the Legal Sector:
The Guide for Using GenAI in the Legal Sector was launched by MinLaw to encourage the legal sector to leverage GenAI to enhance productivity and remain competitive. The Guide addresses common concerns about GenAI use, empowering law practices and in-house counsel teams to become smart buyers and users of GenAI. These are grounded in three key principles: (a) professional ethics, (b) confidentiality, and (c) transparency.
The Guide provides practical guidance on how law practices and in-house legal teams can adopt GenAI while meeting professional obligations. It includes step-by-step guidance to (a) develop an AI adoption framework, (b) diagnose and analyse needs, (c) identify and evaluate GenAI tools, (d) implement and train said tools, and (e) conduct review and improvement processes.

QUALITY INFRASTRUCTURE
GPT-Legal, powering LawNet’s AI search engine and summarisation features
GPT-Legal is a collection of fine-tuned models and frameworks launched by the Infocomm Media Development Authority (IMDA) and the Singapore Academy of Law (SAL), and supported by MinLaw. The development of GPT-Legal involved fine-tuning based on data samples from volunteers from the legal community, including Justices’ Law Clerks from the Supreme Court. GPT-Legal powers LawNet AI's summarisation and Q&A features, enabling lawyers to efficiently generate case summaries and perform legal research more efficiently and intuitively using natural language search.
Find out more about GPT-Legal here.
Singapore Open Legal Informatics Database (SOLID):
SOLID, developed by the Singapore Management University (SMU), with support by MinLaw, is Singapore’s first comprehensive open-source database of structured legal data on Singapore’s cases, statutes, courts and legal scholarship.
The three-year project was officially launched on 18 November 2025 and enables rigorous computational and empirical studies of Singapore law by both local and international scholars. It also supports the development and evaluation of legaltech and AI systems.
