1. The Government of Singapore and the Government of the French Republic have signed an Agreement on Extradition (the “Agreement”) today. The Agreement was signed by Singapore’s Minister for Law and Second Minister for Home Affairs Mr Edwin Tong SC and France’s Minister for Europe and Foreign Affairs Mr. Jean-Noël Barrot.
2. The Agreement provides a framework for Singapore to extradite fugitives to the French Republic for extraditable offences under Singapore’s Extradition Act 1968, and in turn, to request the extradition of fugitives from the French Republic to Singapore.
3. The Agreement covers offences which are punishable under the laws of both countries by deprivation of liberty for at least two years, and for which extradition can be granted under the laws of both countries. This is consistent with the requirements under Singapore’s Extradition Act 1968.
4. The Agreement will come into force on the first day of the second month after the Government of Singapore and the Government of the French Republic notify each other in writing that they have completed their respective domestic requirements to bring the Agreement into force.
