Ministry of Law and National Competitiveness Center in the Kingdom of Saudi Arabia Sign MOU for Cooperation to Enhance Competitiveness and Capacity Building in Various Sectors

1. The Ministry of Law (MinLaw) and the National Competitiveness Center in the Kingdom of Saudi Arabia (NCC) signed a Memorandum of Understanding (MOU) for Cooperation on 25 May, to strengthen the cooperation between both countries with the goal of enhancing competitiveness in various sectors, including the legal sector.
2. The MOU was signed by Singapore’s Minister for Law, and Second Minister for Home Affairs Mr Edwin Tong SC, and Saudi Arabia’s Minister of Commerce H.E. Dr. Majid Al-Kassabi through a virtual signing ceremony.
3. Under the MOU, both MinLaw and the NCC agree to strengthen the cooperation and promote capacity building and development, to enhance competitiveness in various sectors in both countries. The areas of cooperation in the MOU include:
a) Exchange of experiences and expertise regarding the legislative and procedural challenges that affect the competitiveness of the two countries internationally, and developing public policies related to the competitive environment;
b) Developing and exchanging knowledge to support relevant electronic systems and programs, and providing consultation and strategic planning related to the competitive environment and related fields, such as international commercial dispute resolution;
c) Developing and exchanging knowledge related to competitiveness of the economic, developmental, and social sectors; and
d) Providing support for the development and enhancement of the competitiveness of the legislative environment in Saudi Arabia in view of the best practices and international experiences
4. MinLaw and the NCC will implement the cooperation through exchange of visits between officials and experts, organising seminars, training courses and workshops and the exchange of relevant information and data pertaining to competitiveness. A working group will also be formed to prepare and review cooperation programmes and activities under this MOU.
5. Minister Tong said: “This is the third MOU that the Ministry of Law has signed with the Kingdom of Saudi Arabia in two years. It will strengthen our strategic partnership through knowledge sharing and exchange of experiences, and bring more opportunities to our businesses and legal practitioners. We are committed to enhancing legal cooperation with like-minded countries to improve the overall legal environment, foster economic growth and encourage collaboration in the more contested international environment.”
