MinLaw Seeks Feedback on Guide for Using Generative Artificial Intelligence in the Legal Sector

1. The Ministry of Law (MinLaw) launched a public consultation today to seek feedback from legal professionals and the public on a proposed Guide for Using Generative Artificial Intelligence (GenAI) in the Legal Sector (the Guide).

This is part of MinLaw’s ongoing efforts to support the transformation and digitalisation of the legal industry, particularly with regard to the responsible use of GenAI solutions in the legal sector. This effort complements MinLaw’s other legaltech initiatives, such as the Productivity Solutions Grant for the Legal Sector (PSG-Legal) and the Legal Innovation and Future-Readiness Transformation (LIFT) pilot initiative, which we launched in June 2025 to support law firms in their digitalisation efforts. The consultation will end on 30 September 2025.
Use of GenAI in the Legal Sector
3. GenAI has transformed the landscape of legal practice, offering new approaches to traditional workflows and service delivery models. Law practices implementing GenAI solutions report enhanced productivity and improvements in efficiency, particularly in legal research, document drafting and document review processes. Early adopters have also found these solutions useful in due diligence exercises, where they assist in analysing contracts and legal documents, identifying key provisions, and flagging areas that require human review. Collectively, the use of GenAI solutions frees up time spent on routine tasks, so that lawyers can focus on higher-value work.
4. The rapidly-evolving nature of GenAI and technology means that law firms need to keep themselves constantly updated in order to stay relevant. At the same time, the increasing use of GenAI has raised concerns about client confidentiality and data security, as well as the accuracy of the output. Additionally, potential biases in AI models could also affect legal analysis and decision-making.
5. To support lawyers in harnessing the opportunities while navigating the challenges associated with using GenAI technology, MinLaw has developed a draft Guide setting out three key principles:
(a) Professional Ethics: Maintaining high standards of competence and accountability by legal professionals while using GenAI tools.
(b) Confidentiality: Protecting client information when using GenAI solutions.
(c) Transparency: Consideration to disclose the use of GenAI when performing legal tasks and delivering legal services, especially if such use is material to the circumstance.
6. The draft Guide hopes to mitigate such concerns by legal professionals and to ease their adoption and implementation of GenAI solutions. The draft Guide has been developed in consultation with key industry stakeholders, including the Singapore Academy of Law, Law Society of Singapore, and Singapore Corporate Counsel Association, and also incorporated practical insights from law practices that have successfully implemented GenAI.
7. The Guide complements existing frameworks such as Infocomm Media Development Authority’s (IMDA) Model AI Governance Framework for GenAI and the Supreme Court’s Guide on the Use of GenAI by Court Users. They also feature practical case studies from law practices of various sizes, demonstrating successful implementation strategies and best practices in areas such as data protection, client communication, and technology adoption.
Public Consultation
8. We would like to seek feedback on the following:
(a) whether the Guide provides clear and practical guidance for legal professionals to adopt GenAI solutions;
(b) the feasibility of implementing the measures recommended in the Guide in various operating contexts;
(c) areas of ambiguity or concerns regarding the use of GenAI in the legal sector that are not addressed in the Guide;
(d) additional considerations or safeguards that should be included;
(e) further examples of how GenAI has been successfully implemented, which the wider legal services sector can take reference from and follow;
(f) other use cases of GenAI in legal work that should be included in the Guide; and
(g) whether the Guide should include stronger measures to promote meaningful adoption across the sector.
