Singapore and China signed new Joint Declaration on Cooperation at the Singapore-China International Commercial Dispute Resolution Conference 2025

1. Singapore and China reaffirmed their commitment to legal cooperation at the 5th Singapore-China International Commercial Dispute Resolution Conference, held on 24 October 2025 in Singapore. Jointly organised by Singapore’s Ministry of Law (MinLaw), the China Council for the Promotion of International Trade (CCPIT), and the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), this year’s Conference celebrates 35 years of diplomatic relations between Singapore and China.

This year’s Conference gathers distinguished speakers from the government, legal and business sectors in Singapore and China, to discuss emerging topics that are increasingly pressing in today’s world. Through speeches, panel discussions and a fireside chat, attendees can gain new insights on key topics such as disputes arising from the use of Artificial Intelligence (AI) in dispute resolution proceedings, ethics in dispute resolution and enhancing efficiency through procedural innovation in dispute resolution.
3. The Conference features the signing of a Joint Declaration on Cooperation in Promoting International Commercial Dispute Resolution among 10 organisations, namely MinLaw, CCPIT, Singapore International Arbitration Centre (SIAC), Singapore International Mediation Centre (SIMC), Singapore Chamber of Maritime Arbitration (SCMA), Singapore International Dispute Resolution Academy (SIDRA), China International Economic and Trade Arbitration Commission (CIETAC), China Maritime Arbitration Commission (CMAC), CCPIT Commercial Legal Service Center and ICDPASO. The Joint Declaration affirms the parties’ shared commitment to deepen cooperation in advancing the development and promotion of diverse international commercial dispute resolution mechanisms. It seeks to support businesses by promoting greater awareness and accessibility of dispute resolution options, while upholding high standards of professionalism, excellence, and foster knowledge exchange in dispute resolution practice.
4. Minister for Law, and Second Minister for Home Affairs Mr Edwin Tong SC said, “This year’s Conference marks a significant milestone for both MinLaw and CCPIT. It is the fifth edition, and also an apt occasion to mark the 35th anniversary of diplomatic relations between Singapore and China. In an increasingly fragmented world, collaboration among like-minded partners has become ever more important. We deeply value our longstanding friendship with China and look forward to further strengthening our cooperation in the legal sector in the years ahead.”
5. Chairman of CCPIT, Mr Ren Hongbin said, “The Singapore-China International Commercial Dispute Resolution Conference is a substantive initiative that materialises the consensus reached by the leaders of China and Singapore, and helps advance the All-Round High-Quality Future-Oriented Partnership between China and Singapore. It is a concrete implementation to forge consensus and explore effective pathways for properly resolving international commercial disputes. It is an important platform for deepening the exchange in the international rule of law and enhancing the influence of China and Singapore in the field of commercial dispute resolution.”
