Public Consultation on the Review of the Regulatory Framework for Law Practices and Collaborations in Singapore

1. The Ministry of Law (“MinLaw”) launched a public consultation today to seek feedback on the recommendations by the Committee to Review the Regulatory Framework for Law Practices and Collaborations in Singapore (the “Committee”).
2. The public consultation will run for eight weeks, ending on 10 December 2025.
Recommendations by the Committee
3. In September 2023, MinLaw announced the establishment of a new Committee to review Singapore’s regulatory framework for law practices and collaborations and to recommend any changes to the framework to ensure that it remains fit for purpose, in consideration of the developments and trends in legal services and the future needs of Singapore.1 The Committee was chaired by the Attorney-General, Mr Lucien Wong SC, and comprised representatives the Law Society of Singapore, practitioners from Singapore and foreign law practices as well as collaborations in Singapore, and the public service.
4. The Committee has completed its review and published a report on its observations and recommendations.
5. A total of 10 recommendations were made by the Committee in four broad areas:
(a) Criteria to enter into collaboration arrangements;
(b) Requirements for foreign law practice entities and foreign-qualified lawyers to hold interests in Singapore law practices;
(c) Lawyer composition in foreign law practice entities; and
(d) Permitted areas of legal practice for licensed foreign law practices.

6. MinLaw is seeking feedback on the Committee’s recommendations detailed in the report.
