大家早上好！
开场
1. 首先，感谢中国贸促会和国际商事争端预防与解决组织的盛情邀请。
2. 这是我第一次到长沙。对我来说，长沙是一个新的地方，但对新加坡律政部而言，长沙却是熟悉的老朋友。现任律政唐振辉部长与律政部前副常任秘书潘家煌先生曾两次访问长沙，出席贸促会的国际商事法律合作论坛。出发前，唐部长还跟我提起，长沙人民热情好客，对当时受到的款待记忆犹新。
3. 今天，我也很高兴能够来到长沙，延续双方的交流与友谊。
长沙的经济与法律服务发展
4. 近年来，长沙的产业发展令人瞩目。从工程机械、电动汽车、半导体等高端制造业，到人工智能等新兴科技，长沙不断创新，展现蓬勃活力。
5. 与此同时，长沙也积极加强法治建设，为企业发展保驾护航。2025年，湖南长沙涉外法务集聚区正式成立，长沙国际仲裁院也在同年9月揭牌。同时，湖南律师事务所也积极拓展海外业务，多家律师事务所已经在非洲、中亚以及东南亚等地设立分支机构, “出海”律所数量位居中国中部地区首位。
6. 这些发展让我感到，新加坡与长沙都重视法治，都希望为企业营造稳定、可预期的营商环境，也都致力于提供多元、高效的争议解决服务。
7. 正所谓：“法治是最好的营商环境。” 企业要走得远，不仅需要市场和商机，更需要清晰的规则，以及公正、高效的争端解决机制。
8. 新加坡拥有国际商事仲裁、调解及诉讼等全方位争议解决机制，让企业能够根据实际需要，选择最合适的方式解决纠纷。长沙也在不断完善相关法律服务体系。双方可以相互借鉴、优势互补。
调解：以和为贵，合作共赢
9. 今天是国际调解高峰论坛，我想特别谈谈商事调解。
10. 《增广贤文》里说到: “忍一时风平浪静，退一步海阔天空。” 这不仅是中华传统文化千百年来沉淀的智慧，也是一代代华人秉持的处世哲学。
11. 调解让当事人跳出非赢即输的零和思维，在解决分歧时保留沟通与合作的空间，既节省时间和成本，也有助于维护商业关系。调解与仲裁、诉讼相辅相成，已经成为国际商事争议解决体系不可或缺的一环。
12. 《新加坡调解公约》为国际商事调解提供跨境执行框架，进一步增强企业使用调解的信心。新加坡也致力于与中国和国际伙伴一同合作，推动商事调解的发展和专业化。
合作展望
13. 令人欣喜的是，新加坡与长沙在争议解决领域，已经建立了良好的合作基础。早在2006年，长沙仲裁委员会就与新加坡国际仲裁中心签署合作备忘录。去年12月，长沙举办了新加坡国际仲裁中心仲裁机制与前沿实务研讨会。今年7月，长沙市律协率领25名湖南及长沙律师，赴新加坡参加国际仲裁培训。
14. 展望未来，我期待双方从三个方面深化合作。
一、 加强机构与人员交流，增进互信。
二、 携手支持中国企业“走出去”。
三、 共同培养争议解决及涉外法律人才。 15. Now, please let me elaborate in English. 16. **First, strengthening institutional and people-to-people exchanges and building trust.** We would like to encourage more exchanges between our dispute resolution institutions, law firms and legal professionals. These could include study visits, professional seminars, and opportunities for our lawyers to share practical experience and learn from one another in cross-border legal work and dispute resolution cases. After all, meaningful cooperation begins with mutual understanding and grows through trust. 17. **Second, working together to support Chinese businesses venturing overseas.** As more enterprises from Hunan and Changsha venture into international markets, their need for cross-border legal services will continue to grow. Singapore serves as a gateway to ASEAN and the wider international market. 18. We are also home to Southeast Asia's largest cluster of legal services, with a comprehensive suite of international dispute resolution services. Singapore law firms have developed decades of experience and extensive professional networks, together with a deep understanding of the legal and business environments across ASEAN. 19. By combining our complementary strengths and expertise, our legal professionals can work together to support businesses in areas such as cross-border investment, regulatory compliance, intellectual property protection and dispute resolution. Together, we can help businesses navigate complex legal challenges and expand into ASEAN markets with greater confidence. 20. **Third, investing in dispute resolution and cross-border legal talent development.** Developing skilled legal professionals is key to advancing dispute resolution and cross-border legal services. 21. Since 2018, the Singapore International Mediation Centre (SIMC) has conducted 8 specialised mediator training workshops in China, with a total of 148 Chinese lawyers and mediators completing the training. In July this year, the Singapore International Arbitration Centre (SIAC) conducted a training programme for 25 lawyers from Hunan and Changsha, setting a good example for collaboration in legal talent development. 22. By investing in our people, we can deepen mutual understanding, strengthen professional ties and lay a solid foundation for enduring partnerships. **结语** 23. 各位朋友，新加坡与长沙虽然相隔千里，但我们有共同的目标，也有深厚的合作基础。我相信，只要双方继续加强交流、携手同行，就能把彼此的优势转化为共同发展的机遇。 24. 最后，我想以一句唐代诗人李白的诗句与大家共勉：**“****长风破浪会有时，直挂云帆济沧海。****”** 25. 愿新加坡与长沙的友谊历久弥新，法律合作不断深化，共同开创互利共赢的新篇章！也祝本届国际调解高峰论坛圆满成功！ 26. 谢谢大家！
